The high-tech enterprise certification is jointly established by the Ministry of Science and Technology, the Ministry of Finance, and the State Administration of Taxation. The purpose is to standardize and unify the national certification of enterprise qualifications. The certification threshold for high-tech enterprises is much higher than that of local governments. Only in the field of high-tech supported by the state, continuous research and development and technology transformation, the formation of core independent intellectual property rights of enterprises, and the development of business activities based on this, the technical level of high-tech achievement transformation projects belongs to domestic enterprises.
